Lot Next Door 3.0 Program

The Lot Next Door (LND) program provides property owners with an opportunity to purchase adjacent New Orleans Redevelopment Authority (NORA) property at Fair Market Value. Income-eligible participants (at or below 80% of Area Median Income), who have a homestead exemption at the home on the adjacent property, may receive up to $10,000 of Growing Home credit toward the purchase price in exchange for making certain improvements to the property, such as landscaping and fencing.

The program was originally established in 2007 by a New Orleans City Council Ordinance and subsequently revised. On August 11, 2014, pursuant to the New Orleans Redevelopment Authority's Board of Commissioners' Resolution No. 2014-06, the New Orleans Redevelopment Authority (NORA) established the Lot Next Door 3.0 Program and hereby notifies the citizens of New Orleans of its intent to relaunch the program to dispose of remaining eligible Lot Next Door Properties.

FAQ

  • Who is eligible?
    • Owners of residentially zoned property that share a common boundary with a NORA owned property. Except for mere property corners touching, any length of common boundary shall be sufficient to constitute a "common boundary".
    • Owners must not own property that is encumbered with outstanding ad valorem taxes or municipal lien violations, or be in violation or default of any other NORA program
    • Owners must comply with city building codes and health and safety ordinances on all owned properties within Orleans Parish
    • Owners must own a property that is occupied and in good standing with the Office of Safety and Permits

    • Owners must own property that is in good standing with the Office of Code Enforcement at the time of application and closing
    • Properties which were acquired via the previous two versions of the LND Program may not be used as a means of establishing adjacency to NORA properties and participating in the LND 3.0 Program with the exception of properties specifically in the Lower 9th Ward, as defined by the area bounded by the Industrial Canal, Florida Avenue, Jackson Barracks, and the Mississippi River. NORA shall allow the sale of additional adjacent properties in the Lower 9th Ward in the aforementioned bounded area under the following circumstances:
    1. Where a property owner has previously purchased a Lot Next Door property from NORA and that lot is adjacent to a property available through the current Lot Next Door Program; or

    2. Where an owner's property is adjacent to an available NORA property that is itself adjacent to other available NORA property to the immediate left or right; or

    3. Where the owner's property is adjacent to two or more available NORA properties. All other program and eligibility requirements must be satisfied.

  • How can I purchase the Lot Next Door property if I am eligible?
    • In order to participate in the Lot Next Door 3.0 Program, it is the responsibility of each eligible property owner to notify NORA of its intent to purchase an eligible Lot Next Door Property and to provide such documentation as required by NORA's rules and regulations beginning at 12:00 am, January 25, 2016 by completing a LND 3.0 Expression of Interest Form online at noraproperty.nola.gov.     • Expressions of Interest received beginning January 25, 2016 at 12:00 am CST will be considered on a first come, first serve basis. Please note that a completed Expression of Interest Form DOES NOT guarantee purchase of the Lot Next Door Property.

    • Due to the vast number of ongoing NORA disposition programs, the agency reserves the right to exclude any of its properties from the LND 3.0 Program.

  • How are the sales prices determined?
    • All Lot Next Door properties are sold for at least Fair Market Value. Fair Market Value is determined by means of an individual appraisal performed by a Louisiana licensed appraiser. NORA will order an appraisal for all eligible properties in accordance with its Appraisal Policy.

    • Through the Growing Home Program, LND 3.0 buyers may receive up to $10,000 in credit towards the purchase of a qualifying property in exchange for making certain landscaping improvements to the property.

  • If I am the only eligible Lot Next Door Buyer what happens next?
    • Lot Next Door property will be offered to the eligible Lot Next Door Buyer who completes and submits an Expression of Interest first.
  • If I am the only eligible Lot Next Door Buyer what happens next?
    • If you are the only eligible Lot Next Door Buyer you will be notified with details outlining the process for purchase. You will be required to close within 30 days after all NORA Conditions to Closing set forth in the Agreement to Purchase and Sell have been met.
  • I have taken care of a property for a number of years. Am I eligible to purchase this property from NORA?
    • Privately-owned properties (NOT owned by NORA) are not eligible for the Lot Next Door 3.0 Program.
  • Who is responsible for the care and upkeep of NORA owned properties?
    • Maintenance and upkeep of the properties are the responsibility of the New Orleans Redevelopment Authority (NORA) until the sale and transfer to the new owner is complete. If you believe NORA owned properties are not being properly maintained, please contact our office at 504.658.4400.
  • Can I purchase a property that is not adjacent to my property through the LND 3.0 Program?
    • No. NORA's Lot Next Door 3.0 Program stipulates that you must share a common boundary with the eligible property.
  • I am interested in a NORA-owned property in my neighborhood but I do not qualify for the Lot Next Door 3.0 Program. What are my options?
    • There may be other avenues for purchase based on property availability. Please notify NORA of your interest in a property by completing a general Expression of Interest Form on the property search site at noraproperty.nola.gov

  • What if I want to expand my backyard?
    • You may use the purchased Lot Next Door Property as an extension of your yard, provided you meet all city codes, ordinances and criteria as established by the City of New Orleans.
