Neighborhood Stabilization Program (NSP2)

NORA was awarded $29.7 million in HUD grant funds to address vacancy and foreclosure risk in qualified Census Tracts across the city. The activities funded by the grant included new construction and renovation for affordable housing (up to 120% AMI), selective salvage and demolition of blighted housing, and landbanking activities. NORA and its partners created over 450 affordable homeownership and rental units throughout New Orleans. NORA also successfully expended all funding in advance of the deadline set by HUD and was a model for other grant recipients throughout the country.
