NORA Staff

Joyce S. Wilkerson

Executive Director

25 years of city management experience. She previously served as the Chief of Staff for the Mayor of Philadelphia, where she supervised the development and implementation of the Neighborhood Transformation Initiative (NTI) resulting in the strategic investment of $350 million of bond financing in the city’s neighborhoods. Her executive team includes a cross-section of professionals from New Orleans and around the country experienced in comprehensive redevelopment strategies.

Serena Neal-Sanjurjo

Chief of Staff/Resource Acquisition & Compliance

Over 25 years experience in community and economic development. She has held senior management responsibilities as a Director with Empower Baltimore Management Corporation (EBMC) and as Director of the City of New Haven Enterprise Community Initiative. Prior to joining NORA, Ms. Neal-Sanjurjo served on several for-profit and nonprofit boards, and as principal of SNS Consulting, Inc. Ms. Neal-Sanjurjo oversees 7 staff of NORA real estate and compliance professionals.

Charmaine Davis

Director of Finance & Administration

Previously Ms Davis was a CPA for 14 years including auditing primarily in the governmental and nonprofit area, tax consulting and accounting for small businesses. Ms. Davis started her career as an auditor with Price Waterhouse-New Orleans, and later went to work for an established local minority-owned firm where she managed the practice’s audit and small business consulting services. Ms. Davis is licensed by the Louisiana State Board of CPA’s.

Chris Gobert

General Counsel

Mr. Gobert has practiced law for more than 25 years and appeared before all Louisiana State Courts, the United States District Court for the Eastern District of Louisiana, and the United States Court of Appeal, Fifth Circuit. Mr. Gobert has extensive experience in the law of expropriation and litigation of expropriation cases at all levels of court. He has oversight for all of NORA’s expropriation cases as well as serving as lead attorney on NORA’s test case regarding expropriation.
