In-House Counsel

Victoria Hines Jones serves as the New Orleans Redevelopment Authority's ("NORA") In-House Counsel where her primary focus is to protect the legal interests of NORA (and its non-profit corporate affiliate, New Orleans Redevelopment Unlimited) which includes but is not limited to: managing litigation and related real estate matters; resolving property title issues; managing its title and closing attorneys; drafting and/or reviewing contracts, Cooperative Endeavor Agreements, Acts of Cash/Credit Sale and other binding documents; and coordinating matters related to NORA's Board of Commissioners. She works closely with all NORA departments on a regular basis to help ensure compliance with state and federal laws and the agency's policies and procedures.

Victoria has been a licensed attorney for more than 12 years beginning her work as an Orleans Parish Assistant District Attorney. She then gained her procurement and contracting legal expertise as the Assistant City Attorney responsible for professional services solicitations and any City Charter related matters among other various legal issues. For six years Victoria served as NORA's Staff Attorney concentrating on NORA real estate, procurement and contract matters. She has argued before the 4th Circuit Court of Appeal and is a certified Civil/Commercial & Employment Mediator having successfully completed 40 hours of training.
