Tulane Ave Non-Congregate Housing

Program Summary

The New Orleans Redevelopment Authority plans to develop non-congregate housing on the 2900 block of Tulane Avenue. The City of New Orleans was allocated funds through the American Rescue Plan Act of 2021 for the HOME Investment Partnerships Program (HOME-ARP funds) to provide homelessness assistance and supportive services​. The City and NORA have entered into a Cooperative Endeavor Agreement to allocate the HOME-ARP funds toward the development of a non-congregate housing facility to be administered by NORA​. The development will provide private units with bathrooms and kitchens that serve individuals and families that are homeless or at risk of homelessness, or meet other qualifying population definitions, as well as supportive services to facilitate permanent housing solutions​. The selected developer will operate the facility, and will be positioned to convert it to permanent supportive housing after the minimum use period of 10 years.

This project is part of the Strategic Redevelopment Framework between NORA and the City of New Orleans. This framework codifies the partnership between City of New Orleans and NORA for redevelopment of underutilized City-owned properties. It facilitates the redevelopment of City-owned properties for housing and economic development​. Through the Framework, the City of New Orleans leases select properties to NORA for 99-year term. NORA subsequently subleases the property to a development partner and administers the overall redevelopment process with input from City.

On September 15th, NORA released a Request for Qualifications and Proposals to develop the Tulane Ave site for non-congregate housing. The solicitation has now closed.

Dupre StreetThe total site size is approximately 35,304 square feet.

How will the developer be selected?
NORA, with input from the City of New Orleans, will issue a Request for Qualifications in the Fall of 2025 requesting for applications from eligible developers and will score the developers based on the strength of their applicationsThe strongest applicant will be selected. The developer must demonstrate experience and ability to operate and manage a non-congregate housing facility.
Is the location zoned for this type of development?
Yes, the permitted uses in the City’s Comprehensive Zoning Ordinance include this type of housing development. 
Does NORA have design plans for the building?
NORA will not have design plans until a developer is selectedAdditional community meetings will be held for the developers to present design plans and gain community input, as well as after a developer is selected.
